New Features as of Version 0.84

  Updating the MidasServer to fix a problem on shutdown:
  a hang, or possibly seg fault would happen on shutdown.
  Fixed both the C++ and Python versions.

  Updating X-Midas ptools option tree
  -Updating MidasServer to fix shutdown problem (see above)
  -Adding new routines to access T4000 files with Tabs.
  -Adding new primitive playtab (with explain files).  The playtab
   primitive was designed to send a Tab through a T4000
   file/pipe. There are three modes to send the Tab data contained in
   <tabfile> through the <output> file/pipe.
  -Adding new primitive valpipe (with explain files).  The valpipe
   primitive transfers X-MIDAS T4000 pipes containing Vals between
   computers
  -Bug fix for pipetab.h users, even though pipetab is now deprecated,
   in favor of the type 4000 primitives and routines (see above).
